About the Homelessness Outlook

The Homelessness Outlook brings together the latest data and evidence on homelessness in Aotearoa New Zealand. We use the New Zealand definition of homelessness(external link). This includes people 'sleeping rough' on the street or in cars, people in temporary accommodation such as a motel or caravan, people staying with another household (e.g., couch surfing), or those living in uninhabitable housing that lacks basic amenities like electricity. 

The Homelessness Outlook will be used by Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development (HUD) to inform policy development, housing service design and funding decisions. Information in the Homelessness Outlook can also be used to inform the work of others in the homelessness and housing sector, such as other government agencies and community organisations.  

This first edition of the Outlook presents the indicators of homelessness and an overview of recent events that may influence the number of people experiencing homelessness. Together, this information provides a snapshot of the current state of homelessness in Aotearoa New Zealand.
