We need you to help us increase housing supply, address homelessness, make homes warmer and healthier, make housing more affordable, and to support quality urban development and thriving communities.
Who we are
Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development (HUD) was created in 2018 to take a system-wide approach to housing and urban development issues in Aotearoa New Zealand.
We focus on outcomes for people, communities, the economy, and our built and natural environments. Our people value the challenge of working to solve big problems in our housing system and make a difference to all New Zealanders.
That might look like:
- reducing barriers to building homes on whenua Māori
- delivering and supporting urban centres where everyone can connect
- funding alternative models of home ownership to support people and whanau who otherwise wouldn’t be able to buy a home
- building relationships in communities to help them create their own solutions to local housing challenges.
How we work
We take a Māori and Iwi Housing and Innovation (MAIHI) and a place-based approach to everything we do. The two approaches complement each other to focus on people and places in Aotearoa New Zealand.
MAIHI approach
Our MAIHI approach means we’re committed to advancing housing and urban development outcomes for Māori, and making sure we’re delivering solutions that are relevant to, and co-delivered by Māori, and that protect the cultural inheritance of tangata whenua.

Place-based approach
Our place-based approach recognises that every community has their own housing and urban development challenges and opportunities, and that a ‘one size fits all’ approach isn’t right to address them. We use what we know about places to inform how we work with communities, and to determine whether local action or broader changes are needed.

Our values
Our values shape how we work together. They are:
- Wānangatia – Curiosity
- Arohatia – Empathy
- Kōkiritia – Drive.
How do our people live our values? We practice Wānangatia by asking questions and seeking out new information and knowledge. We take the time to connect with people and are willing to see the point of view – practicing Arohatia. And, we practice Kōkiritia by being driven and breaking down problems and tasks, to deliver results.
