Te Tūāpapa Kura Kāinga - Ministry of Housing and Urban Development administers three funds to give effect to MAIHI and the Aotearoa / New Zealand Homelessness Action Plan. 

The funds are: 

  • He Taupua Fund – to strengthen Māori housing providers’ capability and capacity
  • He Kūkū ki te Kāinga Fund – to contribute to increasing housing supply projects
  • He Taupae Fund – to build the technical capability of Māori organisations who are contributing to increasing housing supply.

The following list, current at 1 June 2021, provides the names of the providers we are funding projects with and the amount of investment for each project (2019-2022 financial years).

Kirikiriroa Family Services Trust Increase capability to deliver the ‘Kāinga Rua’ programme, to engage personnel to provide onsite management and/cultural support; and to evaluate the effectiveness and outcomes of Kāinga Rua to build Kāinga Ora – well whānau.  $200,000
Ko Te Tuara Totara of Fordlands Incorporated Appointment of two full-time FTEs: Housing Strategist to develop the housing strategy and Housing Co-ordinator to work in partnership with Kāinga Ora and others to create generational change through healthy, affordable and stable Housing. $140,000
Kokohinau Papakāinga Trust Appointment of two FTEs to build the capability of the Property Manager for the Kokohinau Papakāinga; and engagement of governance consultants to deliver Trust governance training and complete a full governance structure review. $57,984
Makaurau Marae Māori Trust Development of a Ngāti Te Ahiwaru Housing Strategy.  Appointment of a hapū/community lead project manager and project team (and expert advisors as required). $208,000
The Proprietors of Mangatawa Papamoa Blocks  Research project into whānau housing needs involving the appointment of 2-3 employees to engage with whānau and consultants/contractors to assist with surveying, data analysis, and report writing. $122,720
The Proprietors of Matauri X Incorporation  Strengthening the operational capacity of the organisation through FTEs to support its operational management, commercial, governance, strategic planning, funding and administration functions. $165,000
Matekuare Whānau Trust  Appointment of seven part-time personnel for one year to build the capability to address homelessness issues within Te Matekuare community. Engagement of consultants for report writing on the Tawhitiwhiti Papakāinga Te Whaiti development; and funding to hold wananga. $120,000
Ngāi Tai Ki Tāmaki Whenua Limited Appointment of a specialist housing project/programme manager and consultants/kaupapa Māori researchers to establish a baseline of housing/needs analysis and aspirations for Ngāi Tai ki Tāmaki Iwi. $202,000
Raukawa Settlement Trust Limited The engagement of contractors and consultants to deliver an Iwi-Led Collective Housing Programme focusing on kaupapa Māori approaches to deliver holistic community housing developments and support solutions tailored to whānau. $130,000
Te Roopu Awhina Ki Porirua Trust Appointment of FTEs to increase the provider's capability to work with stakeholders and partners to address homelessness and overcrowding in the Porirua area.  The new FTEs will provide project management support, research analysis/ design and data collection. $145,000
Te Rūnanga o Kirikiriroa Charitable Trust Increase provider capability through FTE resource to support:
(a) development of the Korowai Manaaki Housing Strategy, policies and procedures that will inform a Kaupapa Māori wrap-around model of culturally responsive best practices; and
(b) development of a Progressive Home Ownership Toolkit resource for Māori Providers which will include a Kaupapa Māori approach.
Te Tūinga Whānau Support Services Trust Increasing capability to deliver the Te Moemoea Programme to support whānau requiring immediate accommodation (emergency, transitional, Kāinga Ora/CHP rentals) and those who want to purchase their own homes, through the engagement of FTEs to deliver Te Moemoea Programme and provider cultural liaison expertise.  $155,000
Te Whānau O Waiparerira Trust Increasing the provider's ability to respond to both short and medium-term housing need in the community, in line with the Whānau Ora initiative work, through the appointment of additional FTEs. $175,000
Te Whāriki Manawahine o Hauraki Incorporated Strengthening the capability of the organisation to develop housing solutions for wāhine and their whānau through additional FTEs to support project management and the development of a housing strategy.  $255,000
Tupoho Investments Limited Lift the provider's capability through an additional FTE to progress Tūpoho Housing Pathway development initiatives as part of Tūpoho: Toi  Tū Te Kāinga (which includes transitional, social, kaumātua and papakāinga housing).    $172,500
Tūwharetoa Settlement Trust Build the provider's capability to implement three pilot programmes in the Tūwharetoa Kāinga Strategy through the appointment of an FTE to provide advice and advocacy; and facilitate repairs, maintenance and residential builds. $150,000
WERA Aotearoa Charitable Trust Increase the provider's capability to partner with Awhina Services and Waka Wakamua Trust, to implement the Nāku Kāinga project.  This will draw on collective impact and collaborative leadership to progress aspirations to build, buy and manage 100 whare in Rotorua and 90 in Tauranga to assist with the response to homelessness. $156,800

Te Rūnanga o Whaingaroa - Te Kahu o Taonui Co-ordination, delivery and management of campervans to be used by iwi for temporary accommodation as part of the COVID-19 response in Northland. $200,000
Waikato-Tainui Te Whakakitenga o Waikato Inc. Te Kaarearea Project: Funding for wrap-around support and to obtain property valuations for 15 whānau purchasing land and home package as part of the Te Kaarearea Iwi Housing Development in Hamilton East. $10,000
Whakaatu Whanaunga Trust Funding support to enable the refurbishment of three existing houses used for emergency housing and plan for the construction of three additional houses. $100,000
Matawhaanui Trust Kia Kotahi Ra Project to build 5-6, 3-4 bedroom houses on four separate sites in Raahui Pookeka.  All houses will accommodate large whanau (5-7) to rent.      $75,000
Ngāti Hine Health Trust Board Appointment of a project manager and engagement with consultants to support the scoping of housing developments at two project sites in the mid-North. Funding includes support for project office and operational costs and community consultation hui. $210,000
Ngāti Tama ki te Waipounamu Trust Appointment of an FTE to develop a collective governance structure (for a charitable trust/board) including an implementation plan to increase the capability to deliver housing solutions and support services tailored for whānau in Te Tau Ihu (utilising kaupapa Māori approaches, led by Iwi, supported by specialist delivery partners). $75,000
The Proprietors of Rotomā No 1 Incorporated Strengthen the provider's capability to deliver a Papakāinga Housing Development Plan for 75 whare, to support whānau in Rotorua, through funding additional FTEs to undertake a feasibility study and provide technical expertise to assist in delivering a wider housing master plan / strategic plan that works across the housing continuum. $135,000
Tātau Tātau o Te Wairoa Trust Appointment of a project manager and engagement of consultants/contractors to facilitate a design wānanga using kaupapa Māori approaches to deliver concept designs for 6-8 sites on deferred properties received through Treaty settlements. The process will enable each property to have bespoke housing solutions designed for the typology and whānau needs. $81,880
Te Awhina Marae o Motueka Society Inc Increasing capability to deliver the Papakāinga development through the engagement of a Papakāinga Project Manager and Consultants to coordinate activities, such as whānau consultation, data gathering and analysis; planning of the development and construction stages of the Papakāinga development; and to complete documentation required for resource and building consents ready to submit to the local council. $165,000
Te Hau Ora o Ngāpuhi Limited Increase the Trusts capability to complete an Urban Papakāinga Development feasibility study for the potential development of up to 25 units to be built on 1ha of commercial land in Kaikohe. $247,500
Te Māhurehure Cultural Marae Society Incorporated Increase the Trust's capability to assist with housing solutions for Te Mahurehure whānau and the wider community and to support the Trusts subsidiary entity Te Kāinga Atawhai Housing Limited to obtain registration as a Community Housing Provider to lead the Te Mahurehure housing initiatives and manage the day to day operations. $150,000
Te Runanga o Turanganui a Kiwa Increase the capability of the organisation to deliver housing-related community services with FTEs to support:
- Community Housing Provider registration;
- emergency/transitional housing service provision through the development of a targeted business case; and
- wraparound services to strengthen whānau and individuals' wellbeing and ability to sustain secure tenure through the development of an action plan.
Te Taumata o Ngāti Whakaue Iho Ake Trust Increasing capability to become a registered Community Housing Provider in Rotorua through the appointment of a qualified FTE to prepare and submit a business case and other necessary documentation. $150,000
Te Rūnanga-A-Iwi-O-Ngāpuhi Strengthen the provider's capability to progress the Utakura Housing Response Papākainga Pilot to support four identified whānau in Utakura to develop their papakāinga aspirations. The project includes three phases (‘Pre-design; Masterplan Concept Design; and Typological Framework) that will assess the housing needs and typology of each whānau, with the intention of extending learnings from the pilot into the development of a housing model for future use and application. $124,880
Whakaatu Whanaunga Trust Increasing capability to achieve community development and higher standards of living for Māori within the Ōpōtiki District through additional FTEs to undertake project co-ordination; Māori Land/Housing expertise; and housing education facilitation functions. $130,000
Te Whānau a Maruhaeremuri Trust To support the Hei Kainga mo Maru Project to procure and install 29 relocatable housing cabins on four land blocks at Raukokore to house 10 whānau comprising 37 individuals which will increase housing supply and help address homelessness. $2,000,000
Ranginui No. 12 Trust  Funding to complete connections to civil works - network water supply and wastewater services for a nine house papakāinga in Tauranga. $345,876
Te Rūnanga o Ngāi Te Rangi Iwi Trust Support to complete the purchase of an eight-unit housing facility in Tauranga to repurpose for iwi social and transitional housing accommodation; enabling the development of kauapapa Māori based wrap-around support services for whānau living in housing insecurity.  $2,000,000
Te Rūnanga o Whaingaroa Support for the Mahi Taha Taha Project placing 12 self-contained cabins in the mid-to-far North for use as transitional mobile homes during COVID-19. $982,386
Te Whānau a Maruhaeremuri Trust Support for the Hei Kainga mo Maru Project: relocating and refurbishing three homes on freehold Māori whenua; completing full services to five homes and enabling the development of wrap-around housing support services through a kaupapa Māori based approach. $750,000
Te Aitanga a Mahaki Trust  Funding (in partnership with Te Puni Kōkiri) to deliver an iwi social housing project on four project sites in Gisborne. $1,380,000
Whai Rawa Residential Properties LP Funding to support the delivery of kaumatua housing.  The housing will be managed by Whai Māia Charitable Trust 1, a registered community housing provider. The project will also facilitate the provision of wrap-around support services through Whai Māia using kaupapa Māori approaches. $1,200,000
Ngāti Uenukukōpako Iwi Trust  The project will help provide additional housing supply in the Rotorua area. Facilitating, in partnership with Habitat for Humanity providing wrap-around support services using kaupapa Maori approaches. Delivery of 15 houses at Te Ngae Road, Rotorua. The housing will be owned and managed by Ngati Uenukukopako Iwi Trust. $4,200,000
Te Whānau a Maruhaeremuri Hapu Trust Funding to support the build and refurbishment of six houses on Māori whenua in Raukokore that will house 19 individual whānau members. $750,000
Wharariki (Flax) Trust  Continuation of the Hastings Housing Repair Programme, including:
- completion of 20 home repair assessments
- completion of 20 critical and/or essential housing repairs
- facilitation of two DIY workshops for the 20 whānau who receive critical repairs to their homes. The workshops will build whānau capability to undertake basic home maintenance and repairs and financial literacy and budgeting.
Whakatōhea Māori Trust Board Support to attend to homelessness and housing insecurity for three whanau in whakatohea through;
- Six relocatable cabins at Omarumutu
- A two-bedroom Build Smart house at Te Wainui
- A two-bedroom Build Smart house at Tataramoa
Te Rūnanga o Tūranganui ā Kiwa  Iwi Social Housing Project to benefit 53 whānau to; provide warm, dry and safe housing for three whānau comprising of one new build on general land and four self-contained units on Māori freehold land and to complete 50 urgent housing condition assessments for whānau needing housing quality improvements.  $895,000
Papakura Marae Society Incorporated Support for Stage 2 an Iwi social housing initiative project to deliver three two-bedroom kaumātua units at Papakura Marae.  $1,230,000

Mauria Te Pono Trust Increasing capability to facilitate a five home papakāinga (for 30 people) on ancestral whenua. Includes engaging consultants to complete detailed design, building consent, preconstruction requirements and construction tendering for the project. $145,487
Ratana Ahu Whenua Trust Increasing capability to assist with the development of the Ratana Papakāinga Development Project (creating 60 sections); the project will continue the employment of a current FTE and engage contracted legal advisor(s) to assist whānau intending to build with the requisite mortgage, lease, title registration, planning, consenting and contracting processes required. $127,000
Tapu-Te-Ranga Trust Increasing the Trust's capability to progress the Nohokāinga Project and support the management and costs of critical preliminary investigative and planning works to deliver 100 papakāinga dwellings, a marae and an education facility. $150,000
Te Kotuhi-Hereawai Taikato Whānau Trust Increasing capability to undertake preliminary project scope of works to develop papakāinga on whānau whenua on Matakana Island.  Scope of works include workshops, develop site concept and master plan; and preparation of resource consent applications in line with the local District Council. $101,650
Kāhui Tū Kaha Limited - Arohanui ki te Tangata Increasing capability to hold three, two day wānanga over 12 months (to discuss the development of social housing Kaupapa Māori service delivery standards) with members of the Arohanui ki te Tangata Collective, and other invited Māori organisations providing transitional or permanent housing to people facing homelessness. $33,000
