The Residential Development Underwrite (RDU) was a time-limited initiative introduced in October 2024 to support the residential construction sector to return from the effects of the economic downturn. It was designed to help maintain capacity in the construction sector, grow housing supply and support developments to be ready for when buyers returned to the market.

The Infrastructure Funding and Financing Act 2020 (the Act) provides an innovative way to fund and finance infrastructure projects that support housing and urban development. The Ministry for Cities, Environment, Regions and Transport (the Ministry) is responsible for administering the Act and also has the roles of recommender and monitor under the Act.

Housing Infrastructure Fund

The Housing Infrastructure Fund (the Fund) is a $1 billion fund that provides 10-year interest-free loans to selected councils in high-growth areas so they could bring forward the development of transport and water infrastructure required for new housing — especially where financing issues were holding up development. For some loans, the funding is split between a loan directly to the council, and a loan to the National Land Transport Fund (NLTF).

The HIF was established in 2018 and provided loans to support nine project packages across five councils. As part of their loan conditions, projects are required to meet staged deadlines across the lives of their projects. In mid-2025 some projects had access to the remainder of their loans removed, meaning that no further funds could be drawn down, as a result of not meeting project deadlines.

The Infrastructure Funding and Financing (Western Bay of Plenty Transport System Plan Levy) Order 2022

Tauranga is the first city to use a new Government tool to raise funding for much-needed infrastructure. The Infrastructure Funding and Financing (Western Bay of Plenty Transport System Plan Levy) Order 2022 (TSP Levy Order) is the first Order in Council established under the Infrastructure Funding and Financing Act 2020 (IFF Act).

Rotorua Housing Accord

The Rotorua Housing Accord (the Accord), signed in December 2022, is a commitment between Government, Rotorua Lakes Council and Te Arawa Iwi to work together to build a better housing and urban future for Rotorua.

With considerable progress having been made, during 2024, to improving housing outcomes in Rotorua, for example, considerable reduction in Contracted Emergency housing numbers, the Accord is being reviewed to reflect changed priorities and commitments.

The signatories to the Accord - Te Arawa, the Crown and the Rotorua Lakes Council - remain committed to working together to ensure positive housing outcomes for Rotorua.
