The Government announced two minor and technical changes to the healthy homes standards, which will take effect from 25 September 2025.

These updates respond to feedback from the sector and aim to reduce unnecessary costs. Only a small number of properties are affected. If you’re already compliant with the healthy home standards, you don’t need to do anything.

The first change reinstates an exemption for ceiling insulation from the Smoke Alarm and Insulation Regulations 2016. Homes with limited ceiling space may still meet the standard if they have extra insulation in other parts of the home, such as the walls, floors and windows to compensate.

The second change confirms that the healthy homes standards take priority over specified overlapping or conflicting provisions in the Housing Improvement Regulations 1947, to provide clarity about heating, ventilation and drainage requirements.
