New survey shows progress made on healthy homes standards

We've released the latest Healthy Homes Guarantee Act Monitoring Topline report on our website.
The survey is used to inform the Ministry about landlords’ and tenants’ awareness of the healthy homes standards, and landlords’ compliance with them. From 1 July 2025, all rental properties in Aotearoa New Zealand are required to meet the standards.
Conducted in June 2025, the survey aimed to capture a snapshot of landlord and tenant behaviours ahead of the final compliance deadline for the healthy homes standards.
In total, around 1,400 renters and 750 landlords - collectively owning just under 1,400 rental properties - participated in the survey from across New Zealand.
The updated report shows that nine in ten landlords indicated that their properties either already met the healthy homes standards or would meet them by the 1 July 2025 deadline.
The Ministry is looking at further monitoring in 2025/26 to ensure continued oversight and improvement in rental housing quality.
