Social housing supply – Public Housing Plans

We developed Public Housing Plans (PHPs) to set out the Government’s public (social) housing intentions, funded through successive budgets.

The overall goal was for Kāinga Ora – Homes and Communities (Kāinga Ora) and Community Housing Providers (CHPs) to deliver 17,050 additional public homes between 1 July 2018 and 30 June 2025. Funding of $1,082 million has been provided to deliver these homes.

It’s made up of:

• ‘Public Housing Plan 2018–2022’: 6,400 places funded through Budget 2018
• an additional 1,650 places funded through Budget 2020
• ‘Public Housing Plan 2021–2024’: 6,000 places funded through Budget 2020
• an additional 3,000 places funded through Budget 2023.

PHP and Budget 2023 delivery by Kāinga Ora and Community Housing Providers

Delivery financial year 2024/25

At 1 July 2024, a total of 3,244 additional places remained to be delivered. This was made up of the 3,000 places funded by Budget 2023 and the 244 places remaining to be delivered from earlier PHP funding.

Most of the remaining places were intended to be delivered by 30 June 2025, in line with Budget expectations. Ministers agreed that Kāinga Ora would deliver some places by 30 June 2026 to enable delivery in regions most in need. CHPs would also deliver some places in 2025/26.

During 2024/25, Kāinga Ora and CHPs delivered 2,772 additional places of the remaining total of 3,244.  This completed the delivery of additional places funded from earlier PHP funding.

Delivery financial year 2025/26

At 1 July 2025, a total of 472 additional places remained to be delivered from the 3,000 places funded by Budget 2023.
During 2025/26, Kāinga Ora and CHPs delivered 375 additional places. 

This completes our reporting against the Public Housing Plans. In total, of the 17,050 places funded, 16,953 were delivered by 30 June 2026.

During 2026/27 a further 128 places are planned to be delivered using the remaining Budget 2023 funding (which will exceed the overall goal by 31 places).  As they are delivered, these places will be included in the net change of CHP social housing stock reported in the Housing Dashboard(external link).

Budget 2024: 1,500 new places by Community Housing Providers

In Budget 2024, the Government allocated $140 million in new funding for 1,500 new social housing places to be provided by CHPs over two years from 1 July 2025 to 30 June 2027 (financial years 2025/26 and 2026/27).

Around 500 of the new places were allocated quickly based on three objectives:

• maximising value for money from government investments 
• reducing reliance on emergency housing and motel accommodation 
• taking a balanced approach between achievability and building capability in historically underserved places.

The balance of around 1,000 remaining places are primarily being delivered through strategic partners, who are delivering at a portfolio level, as well as through other key CHPs.

To 30 June 2026, 266 places have been delivered.

Due to cost efficiencies, 1,542 places in total are planned to be delivered from the available funding, exceeding the original target of 1,500 places. Most of the remaining places are planned to be delivered by 30 June 2027, with a small number delivering in early 2027/28.

Budget 2025: New Social Housing and Affordable Rental Investment 

In Budget 2025, the Government allocated funding to support the delivery of additional social homes and affordable rental properties, including for whānau Māori. This funding will increase the supply of stable, secure housing for individuals and whānau who are unable to access suitable accommodation from the private market. 
There are three parts: 

Auckland social housing places

$128 million operating funding over four years to support the delivery of up to 550 new social housing places in Auckland by 30 November 2026.

To 30 June 2026, 247 social housing places have been delivered.

Due to cost efficiencies, 637 places in total are planned to be delivered from the available funding, exceeding the original target of 550 places. The remaining places are planned to be delivered by 30 November 2026.

Affordable rentals for whānau Māori

$49 million operating funding (over four years) and $151 million capital funding (over ten years) for the delivery of 400 affordable rentals for whānau Māori by 30 June 2027.

To 30 June 2026, 87 affordable rentals have been delivered through Māori Housing.

By 30 June 2027, it is planned that more than 400 affordable rental places will have been delivered.

Establishment of the Flexible Fund

$41 million operating funding (over four years) and $250 million capital funding (over ten years) for 675-770 social and affordable rental homes for delivery from July 2027 onward.

There was no funding allocation for the 2025/26 financial year.
