We’re seeking public feedback on the Going for Housing Growth Pillar 1 proposals and how they could work in the new resource management system.

The Going for Housing Growth programme is part of the Government’s broader plan to tackle Aotearoa New Zealand’s ongoing housing shortage. It’s structured around three pillars that make system changes to address the underlying causes of the housing supply shortage. The government is also fundamentally reforming the resource management system to make it easier to get things done while protecting the environment.

The three pillars are:

  1. Freeing up land for urban development, including removing unnecessary planning barriers
  2. Improving infrastructure funding and financing to support urban growth
  3. Providing incentives for communities and councils to support growth.

Together, these three pillars have an objective of improving housing affordability by significantly increasing the supply of developable land for housing, both inside and at the edge of our urban areas.

Working with the Ministry for the Environment, we’re seeking your views on the Pillar 1 proposals and how they could work in the new resource management system. We encourage you to read the discussion document and to share your views. Your feedback will help inform further policy development.

You can read the discussion document, a summary and how to make a submission on our website.

The consultation is open from 18 June 2025 and submissions close on 17 August 2025.
