The to 30 September 2025 homelessness insights report looks at how homelessness is changing across Aotearoa New Zealand. The latest report indicates that homelessness is still a challenge across the country. It indicates the drivers of homelessness are complex and overlapping, including family and relationship breakdowns, financial stress, addiction and challenges with mental health.

People living without shelter can be very transient and their circumstances may change from night to night. This combined with a history of trauma that leaves many with a distrust in authority, means that it can be very difficult to quantify this group. The intention of bringing the data and observations together in this report is to provide a sense of the overall trends.

Solving homelessness takes teamwork and good coordination. We’re working with government, councils, service providers and communities and we’re listening to people who work directly with those experiencing homelessness.

We’re looking at our housing and support programmes to make them easier to use and more effective. We’re also working to improve social housing, so people get the right homes in the right places.
