Published 23 Jul 25
Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development has published the second iteration of the six-monthly homelessness insights report, which focuses on people living without shelter.
The report provides additional insights and data to better understand and address homelessness in New Zealand.
The report includes:
- insights from the 2023 Census: estimates of people living without shelter
- quantitative data: information from councils, providers around the country, and government agencies, including Te Whatu Ora, the Department of Corrections, Ministry of Social Development and the Ministry of Housing and Urban Development
- qualitative data: Contributions from Oranga Tamariki, as well as councils and providers around the country
- broader insights: Descriptions of other factors that may affect homelessness
- system response: How the housing and support services system is responding to homelessness
- recent research and reports: Relevant studies and findings.
The Ministry provides leadership across agencies to coordinate the social, economic and environmental aspects of housing and urban development.
This includes responsibility for delivering the Government’s housing and urban development programme to make room for growth in urban centres, help create thriving communities and enable people in high housing need to have access to stable and secure housing.
The first six-monthly report was published in December 2024. This second iteration builds on the initial report with a focus on people living without shelter.
