Latest renters and landlords pulse surveys – December 2025

Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development has released the latest 2025 Landlords and Renters Pulse Surveys topline report.
The reports are part of our ongoing monitoring of the private rental market, including changes brought in by the Residential Tenancies Amendment Act 2024.

The reports are conducted through a nationwide online questionnaire, consisting of 1,500 renters and 700 landlords. The surveys were conducted over 21 October to 9 November 2025.
Monitoring the rental market
To support our work we commission Verian (formerly known as Kantar) to undertake pulse surveys with renters and landlords. Previous surveys were conducted twice-yearly from 2021 to 2023.

The surveys cover topics including landlord property management, ability to pay rent, landlords’ reasons for increasing rent and intentions for selling rental properties, renters’ reasons for choosing their rental, tenancy terminations, moving, tenancy characteristics, and relationships between renters and landlords.
There are new questions in the survey about pets and no-cause terminations. These provide information to help understand the impact of recent changes to tenancy law.
The surveys help us understand the impact of legislative changes on the residential rental market and help identify issues that may inform future rental market work.
