Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development has released the Government’s housing investment plan, setting out a clearer, more targeted approach to housing investment for the Budget 2025 flexible fund.
The housing investment plan
The housing investment plan outlines how we will direct the Budget 2025 flexible fund to the places where housing pressures are most severe. It sets out what the Government wants to achieve with this allocation, including the types of homes needed, the number of homes we are aiming to fund and the key steps and timeframes in the investment process.
This plan forms part of a new, more transparent investment approach, developed to target funding where it will have the greatest impact for people with high housing need.
The housing investment plan sits alongside the Government Policy Statement on Housing and Urban Development (GPS-HUD) 2025, which sets the wider direction for how housing investment is prioritised.
Together, the GPS-HUD and the housing investment plan provide a clearer framework for directing funding to the right places, with the right mix of homes, to better support people with high housing need.
Targeted investment
Using data, analysis and local insight, nine locations have been identified as the focus for this Budget 2025 allocation.
Five target locations with current high ‘unmet’ housing need will receive most of the funding. These are the Far North, South Auckland, Eastern Bay of Plenty (Whakatāne, Kawerau, Ōpōtiki) Tairāwhiti-Gisborne and Hastings.
Outside of Auckland, four main centres with large numbers of people in high housing need are expected to receive an ongoing allocation from future budgets, where additional funding is approved. The four main centres are Hamilton, Tauranga, Wellington and Christchurch.
These locations relate specifically to the Budget 2025 flexible fund. Investment locations will be reassessed for any future funding rounds.
The plan outlines the types of homes sought in each location (such as social housing and affordable rentals), how they may be delivered (new builds, leased homes, or existing rentals) and the groups of people they’re intended to support.
