New statement of strategic intentions sets out Ministry’s organisational purpose, objectives and priorities

Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development (the Ministry) has released its latest statement of strategic intentions. The statement outlines our strategic objectives, how they align with government priorities, and how they will be achieved over the next four years.
The Statement of Strategic Intentions 2025–2029 reflects the Ministry's commitment to creating a sustainable, strategically-funded housing and urban system. It sets clear objectives and strategic priorities aimed at enhancing the quality, affordability and accessibility of housing across Aotearoa.
Our strategic priorities:
- Removing system barriers to unlock housing supply by leading and progressing two key government programmes – Going for Housing Growth and resource management system reform. Focusing on getting the system settings right is crucial, as this will impact all aspects of the housing market including rents, house prices and government investment.
- Our investment delivers value for money. We are establishing a new housing investment system aimed at helping those most in need, which will better target new and existing government investment to focus on need in particular regions and be more effective at delivering the right types of houses. Turning around Kāinga Ora, levelling the playing field for community housing providers and investing in Māori housing all contribute to creating a robust social housing system.
- A place-focused approach, working with communities and developing partnerships to support those with high housing need.
By focusing on the strategic priorities, we aim to create a more resilient and inclusive housing system for all New Zealanders.
