Government Policy Statement on Housing and Urban Development (GPS-HUD) 2025 released

Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development has released the updated Government Policy Statement on Housing and Urban Development (GPS-HUD) 2025.
The updated statement replaces the 2021 version and sets out a 30-year vision for transforming Aotearoa New Zealand’s housing and urban system so that everyone in New Zealand lives in a home and within a community that meets their needs and aspirations – recognising that housing and urban development are crucial for growing the economy and helping New Zealanders thrive.
Key features of the GPS-HUD 2025
Clear outcomes and priorities
The GPS-HUD describes the outcomes for the housing and urban system and outlines five government priority actions:
- Going for Housing Growth
- reforming the resource management system
- resetting investment to help those most in need
- improving efficiency and competition in building and construction
- improving rental markets.
These priorities are designed to establish a more adaptive, responsive system that supports growth and those in greatest need.
MAIHI approach
The updated GPS-HUD incorporates the Māori and Iwi Housing Innovation (MAIHI) approach, reinforcing Māori leadership and innovation within the housing system.
Housing investment strategy
The GPS-HUD also sets the direction for how housing investment is prioritised. Together, the GPS-HUD and the housing investment plan provide a clearer framework for directing funding to the right places, with the right mix of homes, to better support people with high housing need.
System indicators
The GPS-HUD system indicators (He Oranga Kāinga, He Oranga Hapori) have also been updated to better track progress towards outcomes. These indicators provide evidence for progress in the housing and urban development system over a five to ten-year horizon.
